Shannon is an expert on the Americas, Mexico, global trade, supply chains, and democracy and has directed the Council’s task forces on North America and U.S.-Latin America relations. She has lived and worked in Mexico and Argentina, where she began her career in emerging markets finance before turning to policy. She is a columnist for Bloomberg Opinion and the author of two books, The Globalization Myth: Why Regions Matter (Yale University Press, 2022) and Two Nations Indivisible: Mexico, the United States, and the Road Ahead (Oxford University Press, 2013).

Shannon holds a B.A. from Yale University, an M.A. in international relations from Yale University, and a Ph.D. in government from Harvard University. She has taught at Harvard and Columbia Universities.
